Republican state Rep. Nathan H. Manning’s bid for the Ohio Senate District 13 seat now held by his mother, Gayle L. Manning, raises two caution flags.
First is the family dynasty: Gayle Manning is term-limited in the Senate district that covers Lorain and Huron counties, but the younger Manning could seek another two terms in his Ohio House 55th District. Nevertheless, Gayle L. Manning and Nathan H. Manning are trying to swap seats this election.
Second is the London trip. Last year, Nathan Manning accepted an invitation from then-House Speaker Cliff Rosenberger to join him on a four-day trip to London sponsored by the GOPAC Education Fund’s Institute for Leadership Development. When Rosenberger resigned last April in the middle of an FBI investigation since revealed to be probing possible bribery and extortion, it also came out that payday-lending and other lobbyists were on the trip. Manning says he did not know lobbyists would be there, and in any case, was not lobbied.
The term-limit musical chairs is distasteful but has to be weighed against whether Manning delivers for constituents. And while the London trip reveals, at best, poor judgment and naivete on Manning’s part to an extent that’s head-scratching in a lawyer and two-term legislator, we cannot infer more based on the record at this juncture.
Manning, 36, of North Ridgeville, who chairs the Ohio House Criminal Justice Committee, is articulate and well-versed on issues, and was instrumental in enactment earlier this year of bipartisan legislation modernizing Ohio’s domestic violence laws to protect people in abusive dating relationships.
He is opposed by Democrat Sharon Sweda, 65, of Amherst, a Realtor seeking her first political office, and Libertarian Homer S. Taft, 73, of Vermilion, a lawyer. Both are accomplished in their fields but neither made a compelling case that Manning should not advance to the state Senate.

February 20, 2018 -- House Bill 1 took another step toward becoming law today as the Ohio Senate gave unanimous approval of the legislation. Under bipartisan sponsorship from State Representatives Nathan Manning (R-North Ridgeville) and Emilia Sykes (D-Akron), House Bill 1 provides intimate partner violence victims with further protections under Ohio law. As the first bill introduced in the 132nd General Assembly, House Bill 1 allows individuals who were harmed by an intimate partner, or someone they are dating, to obtain a civil protective order against their attacker. Ohio is one of only two states in the nation that does not offer this protection, and House Bill 1 takes steps to ensure that these victims have the resources needed to protect themselves.
'Many individuals are waiting until later in life to get married or have children, but still spend years in a relationship with the same person. Those in such situations deserve the right to protection if violence occurs,' Manning said. 'This is common sense, bipartisan and meaningful legislation that will have a positive impact on so many lives throughout Lorain County and the state of Ohio.'
House Bill 1 would allow victims of dating violence to petition the court for a civil protection order. Under current law, committed relationships in which the individuals do not reside in the same home or share a child in common are not covered under the law. However, this bill allows vulnerable victims in these instances to file for a protection order similar to protection orders pertaining to domestic violence. By updating the statute, Ohio is taking steps to protect victims of abuse in dating situations and to prevent future harm.
The Ohio Senate amended the legislation to clarify the definition of dating relationship in order to provide clarity for Ohio judges.
House Bill 1 now awaits House approval of the Senate amendment.
